As a rule, NVQs (SVQs in Scotland and IVQs outside of the UK), are usually offered in the work place, while you are more likely to find a VRQ (vocationally related qualification), certificate or diploma course at your local college  or training centre.   And the lower the level the less prior knowledge and experience you'll need.
