July 2007: Further Education Teaching (7407-01) and the QTLS framework

Update on recognition agreement for candidates holding 7407 Stage 1, due to enter the QTLS framework from 01 September 2007
We have been in close consultation with DfES, SVUK and other Awarding Bodies and can now informally advise that recognition for candidates possessing successful achievement of 7407 Stage 1 has been agreed.
We are still awaiting written confirmation of this agreement and will update centres shortly.
The new QTLS qualifications this covers are:
7303 Award in Preparing to Teach in the Lifelong Learning Sector (PTLLS)
7304 Certificate in Teaching in the Lifelong Learning Sector (CTLLS)
7305 Diploma in Teaching in the Lifelong Learning Sector (DTLLS).
Candidates who have successfully achieved 7407 Stage 1, and who are seeking to gain Qualified Teacher, Learning and Skills status (QTLS), Associate Teacher, Learning and Skills status (ATLS), or a 'threshold licence to teach' will be deemed to have met the requirements of learning and assessments, and will be able to claim Accreditation of Prior Learning (APL), for the following Level 4 units:
- Preparing to teach in the Lifelong Learning Sector (6 credits);
- Planning and enabling learning (9 credits).
These units form a mandatory requirement of the:
- 7304 Certificate in Teaching in the Lifelong Learning Sector (conferring ATLS status upon successful completion and submission to Institute for Learning);
- 7305 Diploma in Teaching in the Lifelong Learning Sector (conferring QTLS status upon successful completion and submission to Institute for Learning).
The Preparing to Teach in the Lifelong Learning Sector unit can count as a complete Award at Level 4, under the following title:
7303 Level 4 Award in Preparing to Teach in the Lifelong Learning Sector (conferring 'threshold licence to teach' upon successful completion and submission to Institute for Learning).
Teaching practice requirements under the proposed 7407 Stage 1 recognition agreement
Candidates who will be claiming recognition of 7407 Stage 1 will only have completed 20 hours teaching practice. By the end of CTLLS, they must have completed 30 teaching practice hours, or by the end of DTLLS must have completed 150 hours in order to meet the requirements of the new qualifications.
Upcoming news on recognition agreements
SVUK are currently undertaking a review of groupings of qualifications by level in relationship to the FENTO Standards, and are assessing how they will be recognised within the new QTLS framework.
At present it is understood, though not confirmed, that:
- the 7302 Level 3 Certificate in Delivering Learning: An Introduction will confer recognition against the Level 3 Award/unit in Preparing to Teach in the Lifelong Learning Sector, and
- 7302 Diploma in Delivering Learning will allow recognition of the Level 3 Award/unit in Preparing to Teach in the Lifelong Learning Sector plus the Planning and Enabling Learning unit at Level 3.
Further updates on recognition agreements are expected in mid-July 2007.
Background to the qualification recognition project
Recognition agreements follow the outcomes of a project undertaken by Standards Verification UK (SVUK, the quality assurance arm of the Sector Skills Council - LLUK) and consultation with DfES and other Awarding Bodies (ABs).
It aims to establish recognition of a candidate's prior achievement, where relevant, within the new Qualified Teacher, Learning and Skills Framework of qualifications. This applies to all new teachers in the Learning and Skills Sector (post 16, including FE, adult and community learning, work based learning and offender education) from 01 September 2007.
