Certificate for Scottish Personal Licence Holders/Certificate for Staff Working in Scottish Licensed Premises - Vocational (No. 7104 )

The Licensing (Scotland) Act 2005 states that all personal licence holders in licenced premises are required to hold an accredited qualification and staff working in an environment that sells or serves alcohol should be trained sufficiently to work in these environments.

City & Guilds and Alcohol Focus Scotland have worked closely with the Scottish Executive to jointly develop the 7104 Certificate for Personal Licence Holders for both On Sales and Off Sales use. We have also developed the 7104 Certificate for Staff Working in Scottish Licensed premises.

The aim of these qualifications is to enable the learner to develop their knwoledge of the requirements of the Scottish Executive for Personal Licence Holders (On/Off Sales) and for those staff working within an environment that sells and/or serves alcohol.

The learner will gain an understanding of the licencing process in Scotland, and the roles and responsibilities of individuals and organisations involved in this process.  They will be introduced to the differences between types of licences available in Scotland, and the duties and responsibilities of licence holders. 

The learner will look at the legislation governing the operation of licensed premises.  They will gain an understanding of the importance of compliance with legislation, and the penalties for offences if it is breached.  Importantly, the legislation covered includes that governing sales, purchases and consumption of alcohol to young people.  The learner will gain an understanding of the importance of developing effective operational plans for licensed premises. 

The learner will cover the social effects of alcohol on both individuals and the community and be able to identify patterns of alcohol abuse in Scotland.  The learner will also examine the health issues related to consuming alcohol.
