The minimum requirement for entry is two A levels (or their equivalent) in science subjects. Unless you have higher qualifications than these, you should enter at Certificate level.

If you have a HND, non-accredited degree or equivalent qualification then you should enter at Graduate Diploma level.

Of course, once you’ve passed one of these exams, you’re then eligible for the next level.

If you hold an accredited degree, then you should enter at Postgraduate Diploma level. Once you’ve completed that, you’ll meet the academic criteria for CEng status. You'll find lots of information about CEng status on the Engineering Council UK website.
