Foundation Learning

What is Foundation Learning?

Foundation Learning is the new name for the Foundation Learning Tier. It covers education provision at entry level and level 1 on the QCF in England and is a credit-based framework where a personalised programme of learning is built for learners, which must include:

• Functional Skills (English, Maths and ICT)
• Subject or vocational skills and understanding 
• Personal and social development learning (PSD).

It is a central part of the government's reforms for education and training. All local authorities are expected to provide Foundation Learning through units and qualifications on the QCF from September 2010, and in 2009/10 it is expected to account for 30% of entry level and level 1 funding.

Improved engagement and re-engagement in learning through practical qualifications that develop the skills a learner really needs for their day-to-day life and work.  

Actual progression via personalised programmes of learning that take learners wherever they need to go, be it an apprenticeship, employment, further study or being able to live independently.  

Targeted funding to help ensure successful delivery and completion of programmes.

We will provide you with the support you need to take you through this period of change. You can sign up for our events 'Foundation Learning - solutions to strategy and delivery' during November, December and January. We also run a range of subject specific Foundation Learning events. We have recently launched a Foundation Learning forum. It is available to all centres registered with SmartScreen and can be accessed via the QCF forum.
