Spectator Safety (6852)

The Spectator Safety qualifications provide the required knowledge and experience to work as a steward in sports grounds, at music festivals, marches and any other events that require spectator safety. The qualifications fulfil the requirements for stewarding set out by the government in the Green Guide. These qualifications also can form part of Spectator Safety apprenticeship frameworks at levels 2 and 3.

What Is Involved In Studying This Course?

You'll cover things like:

Level 2

  • Help to manage conflict
  • Contribute to the work of the team
  • Prepare for spectator events
  • Deal with accidents and emergencies
  • Control the entry, exit and movement of people at spectator events
  • Monitor spectators and deal with crowd problems.

Level 3

  • Prepare stewards and venues for spectator events
  • Maintain stewarding in designated areas and deal with Spectator problems and emergencies
  • Deal with accidents and emergencies
  • Develop productive working relationships with colleagues
  • Support the efficient use of resources
  • Help manage conflict


Level 4
- Mandatory

  • Develop productive working relationships with colleagues and stakeholders
  • Assist the organisation to develop and implement policies
  • Manage own resources and professional development
  • Provide information to support decision making
  • Provide learning opportunities for colleagues
  • Plan for the safety of people attending a spectator event
  • Ensure the safety of people attending a spectator event.
  • Facilitate meetings
  • Implement quality assurance systems

The qualification will be delivered in a classroom-style environment and/or on the job.

You will be assessed via a portfolio of evidence for each unit.

Which level is right for me?

Level 2
You already work or want to work in stewarding, spectator events, security and volunteering.

Level 3
This qualification is for stewards working in a supervisory role. It suits people who work at any spectator events, for example sport events, parades, concerts or carnivals.

Level 4
The Level 4 NVQ in Spectator Safety Management qualifications aims to assess the competence of stadium managers and safety officers. Candidates would be expected to demonstrate ability, planning for and ensuring the safety of people at an event, managing resources and developing implementing policies.

This qualification can lead to or help the following job roles:

What Is Involved With Delivering This Course?

To deliver an NVQ, you need qualified assessors; you can train internal members of staff or recruit specially.

For these qualifications learners will need to be in a suitable/simulated work environment where they can demonstrate their skills.

It is suitable for anyone aged 16+ (Level 2), or 18+ (Levels 3 and 4), who wants to work or already working in the Spectator Safety/Stewarding industry.

Level 2

This level will suit you if you already work, or want to work, in stewarding, spectator events, security and volunteering.

The Level 2 certificate is comprised of mandatory units, including:

  • Prepare for spectator events
  • Deal with accidents and emergencies
  • Control the entry, exit and movement of people at spectator events
  • Monitor spectators and deal with crowd problems.

  • Prepare stewards and venues for spectator events (mandatory)
  • Deal with accidents and emergencies (mandatory)
  • Support the efficient use of resources (optional)
  • Manage information for action (optional)
  • Control and detain people at a spectator event for action by the police (optional).

Level 4 is made up of both mandatory and optional units, including:

  • Develop productive working relationships with colleagues and stakeholders (mandatory)
  • Assist the organisation to develop and implement policies (mandatory)
  • Provide learning opportunities for colleagues (mandatory)
  • Facilitate meetings (optional)
  • Implement quality assurance systems (optional)
  • Recruit, select and keep colleagues (optional).
