Results approach – clarification for VTQs

The statistical standardization approach that was used for A-levels was not used for our vocational and technical qualifications (VTQs).

Ofqual put in place a separate regulatory framework, designed to provide the flexibility needed to cater for the diversity of the landscape of VTQs. The model we used took into account work that learners had already completed, Centre Assessed Grades (CAGs) for assessments, previous centre and national performance and justification from the Head of Centre for any significant performance variation this year.

Under the framework for VTQs, we developed this model for issuing results in line with a set of principles. The framework allows, where necessary, to prioritise the issue of sufficiently valid and reliable results over the maintenance of standards. Although calculated results have been issued for many VTQs, we only used the statistical standardization process for the Extended Project Qualification which is a general qualification.

For VTQs our approach maximized the use of the most trusted evidence and we applied a robust form of quality assurance.

In many cases where Centre Assessed Grades (CAGs) formed part of the awarding approach, they were issued at unit or assessment component level (and not at qualification level) and this was not generally the only piece of evidence used. Most students had "banked" assessment results and so the CAGs have not, in most cases, weighed so heavily in VTQ qualification-level results.

Submitting Centre Assessment Grades

Centre Assessment Grades should be submitted through Walled Garden for the following qualifications:

  • Technical Qualifications
  • Extended Project Qualification (2935)
  • Core Maths (3849)
  • Functional Skills (3748 & 4748)
  • Essential Skills Wales (3868)
  • Essential Skills Northern Ireland (4800)
  • ESOL (4692)
  • Other VRQs where estimation is applicable

Head of Centre Declaration:

Centres only need to provide one declaration for each of the qualification categories they submit centre assessment grades for. All qualifications within each category can be submitted on the same form.

Where you have sub-centre numbers (e.g. 123456, 123456A etc.) you can submit one form which covers all centres numbers. Please use the word version for this purpose, or just make it clear on the email to us which centre numbers the form covers.

For Technicals (CD1) and/or VRQs (CD8) you can submit a list of qualifications required in Section 2 on a separate document (e.g. Excel) if this is easier.

Forms should be completed, signed and sent by the Head of Centre to estimation.quality@cityandguilds.com after all centre assessment grades have been submitted.
