Results approach – clarification for VTQs

The statistical standardization approach that was used for A-levels was not used for our vocational and technical qualifications (VTQs).

Ofqual put in place a separate regulatory framework, designed to provide the flexibility needed to cater for the diversity of the landscape of VTQs. The model we used took into account work that learners had already completed, Centre Assessed Grades (CAGs) for assessments, previous centre and national performance and justification from the Head of Centre for any significant performance variation this year.

Under the framework for VTQs, we developed this model for issuing results in line with a set of principles. The framework allows, where necessary, to prioritise the issue of sufficiently valid and reliable results over the maintenance of standards. Although calculated results have been issued for many VTQs, we only used the statistical standardization process for the Extended Project Qualification which is a general qualification.

For VTQs our approach maximized the use of the most trusted evidence and we applied a robust form of quality assurance.

In many cases where Centre Assessed Grades (CAGs) formed part of the awarding approach, they were issued at unit or assessment component level (and not at qualification level) and this was not generally the only piece of evidencce used. Most students had "banked" assessment results and so the CAGs have not, in most cases, weighed so heavily in VTQ qualification-level results.

A reminder of the dates when results will be available to centres and learners:

  • Functional Skills - 31 July 2020
  • Essential Skills NI & Wales - 31 July 2020
  • ESOL - 31 July 2020
  • Technicals (Level 3) - 3 August 2020
  • VRQs (Level 3) - 11 August 2020 (centres) / 13 August 2020 (learners)
  • Core Maths and Extended project - 13 August 2020
  • Technicals (Level 2) and VRQs (entry level to level 2) - 18 August (centres) / 20 August (learners)

Please note that centre assessment grades that were submitted after the 1 July deadline, or those submissions that currently are being queried as part of our quality assurance process may not be available by the published results days.

Update 09 June - Changes to mitigation approaches

Over the last week we have been listening closely to centre feedback on the mitigation approaches for a number of qualifications. Additionally, Ofqual have asked City & Guilds to review a small number of qualifications for consistency in their respective approaches when compared to approaches taken by other Awarding Organisations.

As a result we have amended the primary mitigation approach to some qualifications. For some VRQs that have external examinations we have changed the approach for these assessments to “Calculate/Centre Assessment Grade”, with internally marked assessments remaining as “Adapt”.

  • For adaptation approaches the new deadline is 30 September (extended from 31 July)
  • As a result of the changes, and where Adaptation is the mitigation approach, we have consolidated all of the guidance on our Quality Assurance processes and created a single guide that can be accessed here.
