19+ Learning Loans

19+ Advanced Leaner Loans (ALL)

19+ ALL are currently available for learners over the age of 19 wishing to study a qualification at level 3, 4, 5 or 6. This includes vocational, technical and academic qualifications.

The Lifelong Loan Entitlement (LLE)

From the 1st January 2027, the government will begin funding courses through the LLE, which is designed to replace ALL funding for qualifications at levels 4-6 and HE student loans, including postgraduate study. There will be a cross over period where some level 4+ qualifications will be available to be funded by both the LLE & ALL, this is to allow training providers time to transition fully to the LLE.

The LLE will ensure that there is a single loan system for qualifications at level 4 and above, which will provide learners with tuition fee loans, maintenance loans and financial help where applicable.

Learners will be able to access an entitlement of up to £39,160 – equal to four years of study based on the maximum tuition fee for academic year 26/27.

LLE funding will be available for:

HTQs – Full qualifications and modules
Level 4,5 & 6 vocational qualifications which are not HTQs but are in a priority skills area
Higher Education provision

Learners will apply for their funding in September 2026 for courses and module starting from January 2027 onwards
