To apply for approval to deliver T Level Qualifications from September 2023, you will be required to download the relevant forms via the link below.
- If you are not currently an approved T Level Provider with City & Guilds, you will need to use the TL-A1 form to obtain full Provider approval.
- If you already have full Provider approval, you will need to use the TL-A2 extension form to apply for additional T Level qualifications.
- If you applied to deliver T Level Qualifications from September 2021 and have deferred delivery continuously since this time, you would be required to complete the full Provider approval process again by using the TL-A1 form.
Within this link, you will also find the TL-DS form. This is a template for all delivery staff which will allow them to add employment history and any relevant qualifications and CPD. This form can be used as an alternative to a CV.

Comparison of monitoring
AOs have different processes in place to monitor delivery of T Level Technical Qualifications. The purpose of all monitoring activities is the same, however they may be carried out in slightly different ways.

Self-assessment
At the start of each academic year, providers delivering T Level Technical Qualifications (TQs) are required to complete a self-assessment.
This is part of the annual provider review carried out by the Quality team, is mandatory and must be completed and returned to City & Guilds by the last working day of October.
Only one self-assessment form is required per provider.

Quality delivery portal
The Quality delivery portal is the online administration platform used throughout your T Level journey with City & Guilds to facilitate the secure submission of GDPR sensitive documents.
Providers will initially be given access to the portal once a full Provider application form has been accepted by the Technicals quality team, to allow for the required supporting documents, like policies, procedures, staff CVs and Certificates, to be shared securely. This portal is where we will share reports from the various quality assurance activities throughout the year. We will also share the live assessment material for the Employer Set Project and the Occupational Specialism on this platform to the relevant staff members.
The Quality delivery portal centre user guide can be downloaded below, which explains how to use the portal and how to access and upload evidence.

Moderation portal
The Moderation Portal is the online administration platform used to facilitate the submission of marks and evidence and the moderation of the Occupational Specialism for T Level qualifications.
Submitting evidence to Moderation Portal may take a significant amount of time depending on the number of users, network speeds, file sizes and number of learners you are uploading evidence for. Therefore, we strongly advise centres to prepare and upload evidence in advance of the submission deadlines wherever possible.
Take me to the Moderation Portal
The Moderation Portal centre user guide can be downloaded below, which explains the full process for centres, including information on how to manage Moderation Portal centre user accounts, how to enter marks/grades, and how to upload evidence.
