City & Guilds has been a trusted advisor in many countries since 1841 and sets the global standard for skills and learning. Our president is Her Royal Highness The Princess Royal, who took over the role from His Royal Highness The Duke of Edinburgh, in 2011. Today, we have a presence in more than 80 countries and work in close partnership with clients to develop high-quality products and services, that will help solve local skills shortages and create the workforce of tomorrow.

China is undergoing rapid development, with a strong demand for both Technical and Vocational Education and Training (TVET) and a skilled labour force to meet both local and international economic opportunities.

Currently, there are skills shortages in Hospitality and Catering, Leadership and Management, as well as a demand for internationally recognised accreditation, Quality Assurance and Teacher Training.

To help reduce these skills gaps, City & Guilds is working with training providers, universities, schools, colleges and local governments throughout Asia to develop relevant skills training programmes; and employers to define critical skill-sets they want to see in their recruitment process.

We are also advising governments on reforming their TVET frameworks to meet the demands of a rapidly globalised economy. The region is one of the most dynamic economic growth regions.


City & Guilds History in China

As early as 1995, when China was establishing its own national professional qualification certification system, the former Ministry of Labour and Social Security and the British Council launched the ‘Sino-British Professional Qualification Certificate Cooperation Project’. The study and understanding of the British National Vocational Qualification System (NVQ) system, introduced corresponding international professional qualification certificates in Chinese enterprises and training institutions.

The National Medium and Long Term Plan for Education Reform and Development (2010-2020) aims to establish mechanisms to encourage the participation of other actors, including industry, in the coordination of TVET programmes. For example, under the ‘Regulation on Cooperation between Schools and Enterprises of the Ministry of Education’, pilot programmes, such as Modern Apprenticeship and TVET Groups, have introduced mechanisms through which different stakeholders share the costs and benefits of TVET programmes.
