The Level 4 and Level 5 Certificates in Professional Housing Management are designed to develop the knowledge, skills, and behaviours required for effective practice within the modern housing sector. These qualifications support learners at different stages of their career, from those progressing into supervisory roles to experienced practitioners moving into strategic and leadership positions.

These qualifications have been developed in direct response to the forthcoming Competence and Conduct Standard for social housing, which comes into force in October 2026. The new standard sets clear expectations around the skills, knowledge, behaviours and professional qualifications required across the sector, particularly for those in housing management and leadership roles.

The Level 4 Certificate is designed for those moving into or working in supervisory roles, focusing on the day-to-day management of housing services and building strong operational capability.
This qualification focuses on building a strong foundation in housing operations, including tenancy management, customer service, housing policy, and regulatory requirements. 

The Level 5 Certificate is aimed at experienced practitioners and managers, with a focus on leading services, driving improvement, and contributing to organisational strategy. This Level 5 qualification builds on this knowledge, exploring more complex and strategic aspects of housing management such as leadership, service improvement, asset management, and organisational performance.

What Is Involved In Studying This Course?
At Level 4, assessment is carried out through a portfolio of evidence, allowing learners to demonstrate their ability to apply knowledge and skills in day-to-day housing management practice. This focuses on operational competence and the effective delivery of housing services.

At Level 5, is assessed via a strategic project proposal, requiring learners to apply their knowledge to organisational challenges, demonstrating leadership, critical thinking, and the ability to influence service improvement and strategic direction.

Together, these approaches ensure that assessment is robust, applied, and aligned to professional standards, supporting learners to develop both operational expertise at Level 4 and strategic capability at Level 5.
